Where this deck whiffs is in a similar vein to other Universes Beyond decks: In an attempt to stuff the deck full of every possible character from the Doctor Who universe that could even conceivably fit this color combo, its packed to the brim with legendary creatures that dont do much to further your game plan and instead exist for players to pluck from the deck and build around separately

optimal card choice problem as Universes Beyond, albeit on a much smaller scale

Will it break Modern, or are fears about the rule powering up combo and hateful sideboard cards overstated
